Obviously, the early presidents didn’t go to college. But if you mean ‘modern’ presidents, then I offer Harry Truman. I remember reading about the A-bombs where it was mentioned that Harry had never gone to college. It was suggested that he wouldn’t understand the consequences of the nuclear attacks, because he wasn’t ‘well-educated’.
As for the PHD, I would have to look that up, so won’t cheat.
