Yet Another ‘Shutdown’ Two-Step

It seems every year the country has to go through this government shutdown BS….usually it is the GOP that is threatening the shutdown without their favorite spending cuts….after decades of silliness the Dems have now decided that the threat is such a good idea….

Centrist Democrats fear their party could blunder into a government shutdown this month as Senate Democratic Leader Chuck Schumer (N.Y.) and House Democratic Leader Hakeem Jeffries (N.Y.) are taking a hard line on the government funding package that needs to pass by Sept. 30.

Democrats broadly agree the looming expiration of enhanced health insurance subsidies under the Affordable Care Act — combined with deep cuts to Medicaid that Republicans enacted through the One Big Beautiful Bill Act — will hit millions of Americans with higher health care costs.

The senator said it’s “not clear” how voting against a short-term clean funding measure and forcing a government shutdown would give Democrats more leverage over Republicans on the looming expiration of the Affordable Care Act subsidies.

The senator argued the possibility that health care costs for millions of Americans could increase substantially in 2026 should be dealt with through the regular appropriations process, which would move forward if Democrats agree to short-term deal to fund the government through October or into November or December.

Dems after the election of Donny promised to change things up with the way they handle their roll in government….and now as usual they have reverted back to the same tactics they have always had….react no original thought.

Is a government shutdown imminent? President Donald Trump and the Senate’s top Republican said they don’t see a path to a bipartisan deal to fund the government, with 18 days left to make it happen.

The president and Senate Majority Leader John Thune, R-S.D., came out with slightly different messages  Friday, but they both would lead to the same result — a government shutdown.

Trump is telling Republicans they don’t need to work with Democrats to reach an agreement.

“Don’t even bother dealing with them. We will get it through, because the Republicans are sticking together for the first time in a long time,” the president said on Fox and Friends.

Republicans need at least seven Democrats in the Senate to get over the 60-vote threshold. Despite that, Trump wants Republicans to do it alone.

“If you gave them every dream, right now. Every dream that they want to give away money to this and that and then destroy the country; if you gave them every dream, they would not vote for it,” Trump added.

Good to see the dream of compromise/bi-partisanship is still alive and kicking (that is sarcasm)….

It is also more good news that His Majesty wants nothing but division that is how is still worthless ass will stay in the WH.

This whole ‘shutdown’ drama is nothing more than theater of the absurd and our politician play their parts well….not for the people but rather for their party.

I kicked the party line to the curb many years ago and maybe others should look and do the same….these parties are destroying this country and most are allowing it….they should be ashamed of themselves.

Things Are Getting Ugly

Between tariffs and sanctions the economy is suffering with Trumponomics……..the latest jobs report is one example but there are others….

We got a much better sense of what the American labor market is doing today. And the news was not good.

The economy added only 22,000 jobs last month, far fewer than economists had predicted, according to a new release from the Bureau of Labor Statistics. The new data also shows that the economy gained slightly more jobs in July than we thought at the time, but that it actually lost 13,000 jobs in June — making that month the first since 2020 to see a true decline in U.S. employment.

The unemployment rate now stands at 4.3%, one tenth of a percent higher than it was last month. All in all, the American labor market has been frozen since President Trump declared “Liberation Day” and announced a bevy of new tariffs in April.

On the one hand, some aspects of that job loss shouldn’t be a surprise. As we’ve covered at Heatmap, the Trump administration has spent the past few months attacking the wind, solar, and electric vehicle industries. It has yanked subsidies from new electricity generation, rewritten rules on the fly, and waged an all-out regulatory war on offshore wind farms. Electricity costs are rising nationwide, constraining essentially all power-dependent industries except artificial intelligence.

Remember the promise by Donny that manufacturing jobs would return top the US with his tariffs?

So far that has not been the case.

The U.S. manufacturing industry shed more workers in August despite policies from President Donald Trump’s administration aimed at bolstering the sector.

The United States lost 12,000 manufacturing jobs for the month, continuing a downward trend since its most recent peak in February 2023, according to the federal Bureau of Labor Statistics. Overall, employers added a disappointing 22,000 jobs in August, signaling a slowdown in U.S. hiring.

It will take time to see how tariffs’ impact on the manufacturing labor force plays out. So far this year, the uncertainty around the new trade policies and consumer spending has prompted some businesses to slow hirings.

“There’s no good reason for manufacturing to be hiring right now, and there are a lot of good reasons for it to be taking it easy,” said Ron Hetrick, a senior economist at labor market analytics company Lightcast.

Manufacturing job loss isn’t exclusive to the Trump administration. Jobs in the industry – which slid to 12.7 million in August, or about 8% of total nonfarm employment – have dipped dramatically since their peak in 1979 when they accounted for roughly 22% of total employment. While there were gains made after the Great Recession, jobs began trending down again in early 2023.

That downward trend has continued into 2025, with the sector losing roughly 78,000 jobs over the year through August, according to the Bureau of Labor Statistics.

Trump’s Rescission

NO!  I did not misspell the word RECESSION.

Rescission means a budgetary game played by a president.

Our Little Donny has played that card for the first time in many years….

President Trump has told House Speaker Mike Johnson that he won’t be spending $4.9 billion in congressionally approved foreign aid, reports the AP, effectively cutting the budget without going through the legislative branch. Trump, who sent a letter to Johnson on Thursday, is using what’s known as a pocket rescission—when a president submits a request to Congress to not spend approved funds toward the end of the fiscal year, so that Congress cannot act on the request in the 45-day timeframe and the money goes unspent as a result. It’s the first time in nearly 50 years a president has used one. The fiscal year closes at the end of September.

The letter was posted Friday morning on the X account of the White House Office of Management and Budget. It said the funding would be cut from the State Department and the US Agency for International Development, or USAID, an early target of Trump’s efforts to cut foreign aid. The last pocket rescission was in 1977 by then-President Jimmy Carter, and the Trump administration argues that it’s a legally permissible tool. But such a move, if standardized by the White House, could effectively bypass Congress on key spending choices and potentially wrest some control over spending from the House and the Senate.

The 1974 Impoundment Control Act gives the president the authority to propose canceling funds approved by Congress. Congress can vote on pulling back the funds or sustaining them, but by proposing the rescission so close to Sept. 30 the White House ensures that the money won’t be spent and the funding lapses. Trump had previously sought to get congressional backing for rescissions and succeeded in doing so in July when the House and the Senate approved $9 billion worth of cuts. Those rescissions clawed back funding for public broadcasting and foreign aid. The Trump administration on Wednesday appealed to the Supreme Court to stop lower court decisions that have preserved foreign aid, including for global health and HIV and AIDS programs, that Trump has tried to freeze.

This should not be surprising….I mean Donny will not help his own people, the poor, the sick or the elderly….why would he help anyone else, right?

What Happened To DOGE?

For months after Donny took office and tagged in Elmo to lighten the government of personnel the media was fixated on his movement and his actions….then Elmo blew out of town after creating governmental chaos and the reports lessened and then seemingly to disappear.

So how was DOGE doing at making government lighter?

Good question that needs a good answer.

Elom promised to save the country $2 trillion.

That target quickly dropped to $1 trillion. Then in April, Musk started intimating that the savings would only be in the region of $150 billion, making it clear to all but his most diehard supporters that DOGE was failing on its own terms — even going by its own dubious estimates of its progress.

Now, it’s looking like those purported “savings” are somehow even more pitiful than once believed.

A new investigation by Politico found that of the $52.8 billion that DOGE claims it’s saved by cancelling federal contracts through July, its actual savings were closer to a paltry $1.4 billion — which is barely two percent of what it’s boasting to the public.

The books, it seems, have been well and truly cooked — but how? According to Politico, DOGE is using the maximum spending possible allocated for some of the 10,000 contracts it axed as of last month, a “ceiling value” that’s often way higher than what the government ends up spending.

“That’s the equivalent of basically taking out a credit card with a $20,000 credit limit, cancelling it and then saying, ‘I’ve just saved $20,000,'” Jessica Tillipman, associate dean for government procurement law studies at George Washington University Law School, told Politico. “Anything that’s been said publicly about [DOGE’s] savings is meaningless.”

DOGE took a “move fast and break things,” take-no-prisoners approach to gutting the federal government. It gleefully pushed for firing tens if not hundreds of thousands of federal employees, demanded access to sensitive and private data, hollowed out the Social Security Administration, and targeted funds for science, education, and healthcare.

So the stats are out and DOGE was NOT nearly as effective as promised….to be real it was a dismal failure.

Like many of the campaign promises many things are falling way short of their promise….but that is okay for Donny is taking revenge on all the people and groups that have defied him in the past…..and is not that what a president is suppose to do instead of putting the country on a positive footing?

He Lowered Drug Prices By 1500%

I am an old fart and I have lots of meds that are not always cheap….especially cancer drugs but not to worry Dear Lovable Donny has lowered drug prices by 1500%.

President Donald Trump bragged on Sunday that he had lowered drug prices by up to 1500 percent—an arithmetical absurdity, even by his standards.

Trump floated the impossible figure just days after he fired a top government statistics official over numbers he didn’t like.

Trump told reporters in Allentown, Pennsylvania, that his administration had brought about a “tremendous drop in drug prices.”

“You know, we’ve cut drug prices by 1200, 1300, 1400, 1500 percent,” Trump said. “I don’t mean 50 percent, I mean 14, 1500 percent.”

He added, “We want the same prices Europe gets, we want the same prices other country gets.”

“So we’ll be dropping drug prices,” he said, before throwing out another confusing set of figures. “It’ll start over the next two to three months. By 1200, 1300, and even 1400 percent. And 500 percent.”

Reducing the price of something by more than 100 percent would mean that not only does it become free—the consumer would be getting paid to take the product.

My degrees are not in math or economics but a savings of 100% would mean my meds would be free….so far my wallet does not see the 1500% savings….how about yours?

Tariffs And Prices

There is a new ‘pause’ on tariffs and that should stabilize prices but it does not seem to be doing that at all….

In an interview with Fox News on Sunday, Commerce Secretary Howard Lutnick bragged about the “amazing” revenue that the Trump administration’s tariffs are delivering to the U.S. Treasury.

“The tariff revenues are amazing: $700 billion a year,” Lutnick told Shannon Bream. “That’s just net new money the government never had before. You take that for 10 years, that’s $7 trillion.”

Ignore, if you can, the still bizarre (but increasingly common) sight of a Republican executive official bragging about how much money the federal government has extracted from the economy. Similarly, try to ignore Lutnick’s questionable calculation of how much revenue the tariffs will generate—the best estimates right now suggest they will generate between $2.5 trillion and $2.7 trillion over the next decade, not the $7 trillion that Lutnick claims. (But those estimates are tricky things, given the lack of certainty surrounding all of this.)

Focus instead on the obvious question that Lutnick’s claim ought to bring to mind: Where, exactly, is all that “new money” coming from?

All taxes are paid by someone, and President Donald Trump’s tariffs are no exception to that rule. The question of who pays and in what amounts is likely to become even more of a focal point in the coming days and weeks, as the White House follows through on its threat to hit imports from dozens of countries with higher tariffs starting on August 1.  (The good news is that this ‘pause’ may keep prices from rising too much)

So if the tariffs are on old why are prices still rising?

There is a good reason why.

The effects of U.S. President Donald Trump’s tariffs are winding their way through the American economy, and a new piece of analysis claims that corporate America is using them as “cover” to further jack up prices.

Progressive advocacy group Groundwork Collaborative issued a new report on Tuesday that uses corporate executives’ own words to show how many firms are taking advantage of the tariff situation by using it as an all-purpose justification for price increases. The report found many of these executives’ admissions through quarterly earnings calls in which they discussed plans to increase costs even if their inputs were not being significantly affected by the tariffs.

Among others, the report cited a statement made earlier this year by Aaron Jagdfeld, the CEO of power generation products manufacturer Generac Power Systems, who said on an earnings call that “even if we have metals that weren’t impacted directly by tariffs, the indirect effect of tariffs is that it gives steel producers and the mills and other fabricators… great cover for increased pricing in some cases.”

Tariffs: The Big Day Has Arrived

Today is 01 August and the pause of Donny’s yo-yo economics of tariffs is ended and the gas pedal of economic war will be pushed.

Well maybe not so fast…right on cue Donny has hit the brakes….yet again….

Hours before the midnight deadline he imposed on himself, President Trump signed a new executive order Thursday evening imposing tariffs on dozens of US trading partners. The plan confirms some previously announced provisions while changing other parts, including the deadline: The tariffs apparently take effect at 12:01am Aug. 7, the New York Times reports, instead of Aug. 1. The rates seem to go as high as 50% on imports from nations Trump wants to punish or did not make enough concessions to the US.

Among the highest adjusted reciprocal tariffs, per CNN, are: Syria, 41%; Laos and Myanmar, 40%; Switzerland, 39%; Iraq and Serbia, 35%; Algeria, Bosnia and Herzegovina, Libya, and South Africa, 30%. Canada goes from 25% to 35% in theory; goods trading under the US-Mexico-Canada Agreement are exempt, per the Times. That covers most Canadian exports at the moment, economist said. A senior administration official told CNN that talks with Canada over fentanyl and tariffs haven’t been as constructive as the negotiations with Mexico, which was granted a 90-day reprieve on higher tariffs on Thursday. The increase on Canadian imports still goes into effect on Friday, per CNBC.

The order applies to 68 countries and the 27-member European Union, per the AP. Countries not named in the new order will face a baseline 10% tariff. Many countries that Trump listed in his Liberation Day reciprocal tariffs have settled in at 15% or 20%. Some of the tariff levels reflect frameworks already reached with trading partners, such as the UK and European Union. “The president has essentially reordered global trade,” an administration official told reporters.

This should inject some joy into the markets (again)….on the upside consumer prices should not rise too much during this lull.

Did Donny decide to extend the deadline because the Fed ignored his desire and did not raise points?

As long as we are on tariffs…..I have never thought this was a good idea….to me it was just a cope out to manipulate market prices…..but just how ‘legal’ are these exorbitant Tariffs?

A federal appeals court showed clear doubts Thursday about the Trump administration’s claim to sweeping tariff powers under the International Emergency Economic Powers Act—a law that, notably, never mentions tariffs. The Justice Department contends President Trump can use the statute to levy broad new taxes on imports, but judges pushed back, questioning whether the law’s actual language supports that authority, CNBC reports. Justice Department attorney Brett Shumate admitted that “no president has ever read IEEPA this way” but said Trump’s actions are lawful.

The 11-judge US Court of Appeals for the Federal Circuit panel drilled into the statute’s intent, with one judge noting that the IEEPA mentions foreign exchange and currency but not tariffs. “There’s an old expression in the law, ‘noscitur a sociis’: ‘you know it by its friends,'” the judge said. “Tariffs seems to have no friends in that statute. So, why?”

  • The 1977 law gives the president the power to regulate commerce in times of war or national emergency. Judges questioned Trump’s claim that trade deficits are a national emergency that tariffs can address, the AP reports. “If the president says there’s a problem with our military readiness, and he puts a 20% tax on coffee, that doesn’t seem to necessarily deal with (it),” Chief Circuit Judge Kimberly Moore said.
  • Neal Katyal, representing opponents of Trump’s tariffs, argued the administration’s reading of the law would let the president “do whatever he wants, whenever he wants, for as long as he wants, so long as he declares an emergency”—a level of executive power he called “breathtaking” and unprecedented in American history.
  • A lower court struck down Trump’s sweeping tariffs in May, but the Federal Circuit Appeals Court paused that ruling, keeping the tariffs in place as the legal fight continues. The case—VOS Selections v. Trump—could become a landmark test of the president’s authority on trade, potentially shaping the fate of several similar lawsuits. The plaintiffs argue that Trump has usurped Congress’ authority to set tariffs, CNBC reports.
  • Trump, for his part, has cast the case as crucial for his trade agenda and national security, warning in a Truth Social post Thursday that without the power to impose retaliatory tariffs, “our Country … would be ‘DEAD,’ WITH NO CHANCE OF SURVIVAL OR SUCCESS.”
  • A ruling in the case isn’t expected immediately, but whatever the court decides, the case is likely to end up before the Supreme Court, the New York Times reports.

SCOTUS?  That is where the Constitution and laws go to die.

That bill that Donny and his GOP thugs passed and he signed into law will work wonders for the states that gave this ‘person’ the most support….Red States….

What do Louisiana, West Virginia, Oklahoma, and Alabama have in common?  For one thing, they’re red states. For another, they’re poor states. Each has among the top 10 highest percentages of residents on SNAP, or food stamps.

And finally, every one of their Republican lawmakers voted for President Trump’s so-called “Big Beautiful Bill” — which will result in the largest cut to SNAP in history, at $186 billion through 2034.

The bill doesn’t just cut federal SNAP spending. It also, for the first time, shifts much of that burden to the states. So state governments will need to raise taxes, cut spending, or further slash benefits to meet these added expenses. Others may eliminate their SNAP rolls entirely.

SNAP offers taxpayers a tremendous return on investment. “One study estimates that every SNAP dollar invested in children returns $62 in value over the long-term,” the Center on Policy and Budget Priorities reports.

So GOP lawmakers aren’t making these cuts because we can’t afford SNAP. They’re doing it to offset some of their deficit-busting tax breaks for corporations and the wealthy. Taking food from kids to give billionaires a tax break? Talk about Robin Hood in reverse.

In an open letter to congressional leaders, 23 state governors — including the leaders of historically red states like North Carolina, Kansas, and Kentucky — call these SNAP cuts “unrealistic” and warn they will “result in too many Americans forced to survive rather than thrive.”

Red states will be among the hardest hit, but it’s a truly national problem. In 2023, the USDA found that 13.5 percent of U.S households were “food insecure,” meaning they have a “limited or uncertain availability of nutritionally adequate and safe foods.” SNAP benefits currently serve more than 40 million Americans, almost half of them children.

How Can Dems Lose?

No secret that I dislike the Dems in Congress for they are doing nothing but reacting to everything Little Donny and his band of thugs are doing….they run to the nearest mike and bitch and moan and then sit back and wait for the next outrageous crap to happen.

As bad as the Trump administration is how can the Dems be losing on every front?  Especially on the Medicaid destruction bill that is before Congress as I type.

This article points to so many spots that Dems could get a stronghold with the voters…..but seem to be falling short…..why is that?

And so we watch as Senate Republicans argue about the degree to which they want to destroy Medicaid. You’ve been reading and hearing about this, I’m sure, and you may even have become familiar with the phrase “provider tax.” Journalistic shorthand usually does a poor job of explaining what that actually is. Bear with me for this brief explanation, because it makes clear how cruel and deliberate these cuts are.

Health care services that are reimbursed by Medicaid are, well, provided by a range of different “providers.” Chief among these are hospitals, but the category also includes nursing homes, other long-term care facilities, doctors, physical therapists, even chiropractors: all sorts of people. But the big money revolves around hospitals, and specifically rural hospitals, which rely heavily on Medicaid dollars because they are poorer on balance than other hospitals. They tend to be run on a nonprofit basis. They are less likely than urban or suburban hospitals to have commercial insurance, and they’re more dependent on Medicaid revenue because their client base tends to be poorer. There are about 1,800 rural hospitals in the United States. Here’s a map.

To make a long story short, when you reduce a tax, you reduce the amount of revenue it brings in. It’s also worth bearing in mind here that Medicaid reimbursements rarely cover the cost of care to begin with, so these cuts will make an already dire situation much worse. Governors and state legislatures will be staring at a quite substantial reduction in Medicaid tax revenue. They will then be faced with three choices: one, raise some other sort of tax; two, cut some other state service, like education; three, cut Medicaid services.

How To Mend A Broken Bill

The Senate passed the Trump bill and now it goes to the House and it could be an interesting turn…..there are some Reps that are not so supportive as Donny would like….what to look for in the coming battle of idiots….

Republican lawmakers wobbling on President Trump’s tax and spending cuts bill went to the White House to be personally lobbied on Wednesday. In addition to the sales job, they received signed merchandise and Oval Office photos, the New York Times reports. A recurring argument made by the president was: “Don’t give the Democrats a win. Don’t play into their hands.” Rep. Tim Burchett posted a video later. “The president was wonderful, as always,” Burchett said about his encounter with the president. “Informative, funny, he told me he likes seeing me on TV, which was kind of cool,” Burchett said. The Tennessean told the Times his name was misspelled on the placard at his seat in the Cabinet Room, so Trump filled in the missing “r.” Other developments:

  • Plus one: GOP Rep. Warren Davidson voted against the bill in May but said Wednesday he’s now a yes. “This bill isn’t perfect, but it’s the best we’ll get & includes major wins,” he posted on X, per the AP. He gave as examples the bill’s Medicaid work requirements and enhanced food stamp work requirements.
  • No rush: House Republicans made no progress Wednesday on actual votes on the measure. They delayed a preliminary vote for more than five hours to allow time to win over more members and for some Republicans to make it back to town, per the Washington Post. Six members of the House Freedom Caucus were withholding their votes on an amendment during negotiations. “We’re stalled,” said Rep. Barry Loudermilk. Several steps remain before a final vote.
  • Another president lobbies: Barack Obama called on Americans to contact their representatives to vote against the bill. “More than 16 million Americans are at risk of losing their health care because Republicans in Congress are rushing to pass a bill that would cut federal funding for Medicaid and weaken the Affordable Care Act,” Obama, who signed the ACA into law, posted on X, per the Post. “If the House passes this bill, it will increase costs and hurt working class families for generations to come.”
  • Plan C: If the House changes the bill as passed by the Senate, the chambers could keep trading versions until one house accepts the other’s legislation. That could go on indefinitely. Or the bill could go to a conference committee of members from both sides, who theoretically would agree to a final version and send it to both chambers for a vote. Sen. Lisa Murkowski and Rep.
