Look Before You Leap!

The US State Department has just issued travel warnings about Americans thinking of traveling to Saudi Arabia…….

The State Department warns U.S. citizens to carefully consider the risks of travel to Saudi Arabia due to continuing threats from terrorist groups and the threat of ballistic missile attacks on civilian targets by rebel forces in Yemen.

Terrorist threats persist throughout Saudi Arabia, including in major cities such as Riyadh, Jeddah, and Dhahran, and attacks can occur without warning anywhere in the country. Terrorist groups, including the Islamic State of Iraq and Syria (ISIS) and its affiliates have targeted both Saudi and Western government interests, mosques and other religious sites (both Sunni and Shia), and places frequented by U.S. citizens and other Westerners. On October 7, a terrorist attacked a Saudi government installation in Jeddah. Since May, sectarian issues in the Qatif region in the Eastern Province resulted in several attacks against Saudi forces conducting security operations there.

Seriously?  Those are the reasons not to travel to the kingdom?

What about religious police?  Or the fact that they behead a person a day damn near?  Or the repression of women?  They jail people for criticizing the government?

None of that is important…..but there might be a missile headed their way…..four missiles have been fired a Saudi Arabia in over 2 years….one might have my name on it.

Only The Best!

I appears that the State Department has decided on the firm that will provide security to the Embassy in Russia……

The United States has awarded a contract to guard the U.S. embassy in Moscow to a company with KGB ties, The New York Times reports.

The State Department awarded the $2.8 million contract to Elite Security Holdings, a company co-founded by retired Russian general Viktor Budanov.

A State Department official told the Times that the company has been properly “vetted” and will only carry out security tasks previously handled by local guards hired by the embassy.

The firm will operate at the Moscow embassy, as well as U.S. consulates in three other Russian cities. U.S. Marines will still guard the grounds and high security locations of the outposts.

Now my question is….Is a firm with links to the KGB the best firm to provide security to our Embassy in Russia?  Why not provide them with the computer codes as well…..make the whole process easier for them?

If They Only Had A Brain

“He is a f*cking moron!”

It has been reported that Tillerson has made that comment about Trump……and oh boy the news sites explode…..and wham!  We gonna have a Press  conference.

Well while the country waited for this “presser” we got to hear all about the ways that Tillerson is not as good fit in DC…..time was filled  while we waited.

Then about 1100hrs Eastern time Tillerson bounced out and told his side of the story.

The “presser” was the same as all …..he is a cheerleader of Trump and he is there to stay

The US Secretary of State reaffirmed his commitment to his role on Wednesday, denying that he would step down from his role.

Rex Tillerson called media reports that he had considered resigning “erroneous”, but stopped short of denying reports he had insulted President Donald Trump.

“I reaffirm my commitment to this role and I want to dispel this notion that I have considered leaving,” Tillerson said.

The Secretary of State denied speaking with the president earlier today and said his decision to speak was his alone.

It was a speech to one person only.  This speech was for no one but the man at 35,000 feet on his way to Vegas.

Diplomats Are Us

There was a time when I wanted to work for the foreign service for the US….the diplomatic Corps….I applied for a couple of positions….the ones that I wanted I never got for there was always someone with more letters after their name than me.

I then tried to find work with the United Nations….the one that would let me use my degrees was in Tunisia…..again I was pushed out by a guy with a whole alphabet after his surname.

I finally found work as an analyst for a Spanish newspaper and finally got to work in the Middle East.

Sorry about that but I wanted to give a little background for this post.

International relations, foreign policy and conflict management are areas that this country needs top people in their fields.  And usually this country has the brightest minds formulating and implementing policies that help protect this country as well as helping with its prosperity.

All that use to be true….but since the election of Donald Trump our foreign policy has become a joke with no laughter.

First he hires a oil company CEO as SecSta, Rex Tillerson….then he cuts the budget of the department then he will not fill the diplomatic positions that are needed to keep the country ahead of the game then he started losing ambassadors…it is said that there is a job listing that is 11 pages and no takers.

Then the sector on the world governing stage, the Untied nations……here we have another amateur as ambassador…Nikki Haley a governor with zero experience on the world situation….and like the State Department she cannot keep qualified people around her…..

U.S. Ambassador to the United Nations Nikki Haley has lost two of her top aides, key departures that come at a time of growing international tensions between the U.S. and North Korea.

Haley’s Chief of Staff Steven Groves resigned, as did her communications director Jonathan Wachtel. Haley said on Twitter Wednesday it was because of “family concerns.” The departures also come ahead of Haley’s trip to Vienna to review Iran’s nuclear activities with the UN’s International Atomic Energy Agency.

These loses probably will not hurt her standing at the UN because neither of them had much international experience other than a think tank.

Without qualified professionals then our policies look more like a 2nd graders coloring book…..and our decisions are more knee jerk than thoughtful deliberation.

Can You Hear That?

Ever read a news story that made you stop and think?

The one that caught my attention was the story of hearing loss by some American diplomats and some of Canada as well…..a fascinating thing indeed….

A duty station in Cuba could be hazardous to your hearing…..

The Canadian government said Thursday that at least one Canadian diplomat in Cuba has been treated for hearing loss, following disclosures that a group of American diplomats in Havana suffered the same. US officials believe they were caused by an advanced sonic device, per the AP. Global Affairs Canada spokeswoman Brianne Maxwell said Canadian officials “are aware of unusual symptoms affecting Canadian and US diplomatic personnel and their families in Havana” and were working to figure out the cause. In the fall of 2016, US diplomats began suffering unexplained losses of hearing, according to officials with knowledge of the investigation. Several were recent arrivals at the embassy, which reopened in 2015 as part of President Obama’s reestablishment of diplomatic relations with Cuba.

Some of the US diplomats’ symptoms were so severe that they were forced to cancel their tours early and return to the United States, officials said. After months of investigation, US officials concluded that the diplomats had been attacked with an advanced sonic weapon that operated outside the range of audible sound and had been deployed either inside or outside their residences. It was not immediately clear if the device was a weapon used in a deliberate attack, or had some other purpose. State Department spokeswoman Heather Nauert said the US retaliated by expelling two Cuban diplomats from their embassy in Washington on May 23. The Cuban government said that “Cuba has never permitted, nor will permit, that Cuban territory be used for any action against accredited diplomatic officials or their families, with no exception.”

Investigations on-going but how will they determine what the cause is or who is behind this attack?

Will There Be A Foreign Policy Crisis?

Since I am a foreign policy wonk I spend a lot of time reading reports and analyses about world affairs and what I have found is there is many “hot spots” in this world that could spill over into a major confrontation.

North Korea is on a slow boil……China in the South China Sea is sizzling….troop movements in around the Baltic states, both US and Russian….terrorist cells plotting…..Iran will soon be back in the headlines….and of course all the different armed conflicts that spread like a fungus…..so many opportunities for something to go horribly wrong.

I am concerned on the future because our president does not seem to care about all the situations as they build.  His State Department is woefully understaffed….the military is expanding faster than a irritating rash and the White House is full of factions fighting for dominance……and foreign policy is a couple of words that few know how to use.

It is only a matter of time before something breaks on the foreign policy front……

It is now six months into the Trump administration and, thankfully, the United States has not yet faced a foreign-policy crisis. In no other area does a president have more responsibility and power than in such a crisis. Any president, but particularly this one, must welcome and respect expert advice, choose quickly and wisely from a difficult set of options, consult with Congress and involve U.S. allies in the common cause. The United States must deal from a position of strength but be open to negotiations.

Unfortunately, we have seen much in Trump’s conduct as president that raises serious questions as to how he will respond when that inevitable crisis comes. Perhaps none more puzzling or concerning is his attitude toward Russia. Rebuilding cooperation with Russia where possible in areas such as antiterrorism and arms control is in the U.S. interest, but not at the expense of indifference to Russia’s actions in Ukraine and Syria or dismissing the investigations of Russian interference in recent U.S. elections.

It is time for this administration to settle down and get to work on the foreign policy….our State Department should be the spear point of our foreign policy and right now it is little more than a discussion group with NO direction.

Once we are confronted with a international crisis it will be too late to try and return the State Department to the forefront….basically as it is now our foreign policy is little more than a crap shoot.

Democracy No More

Since the early days of the republic the US has been a beacon for democracy.  We have promoted democracy all across the globe.

The new president and his State Department may be in the mood to change America’s promotion of democracy…….

The days of global democratic movement may be drawing to a close……

In the course of their broad restructuring of the State Department, the Executive Steering Committee has revealed in an internal email that the formal mission statement for both State and USAID is going to be revised, with draft versions being circulated around the office for comment.

While the draft statement still talks up America’s “global advocacy, action, and assistance,” suggesting a very interventionist viewpoint, it remains language from the past version about creating a “just, and democratic world” as being a priority.

Former Reagan-era State Department official Elliott Abrams was very critical of the move, saying that the removal of justice and democracy were the only significant changes, suggesting the US doesn’t want those things anymore.

It might simply suggest those aren’t going to be used as pretexts for future US interventions abroad, however, potentially reflective of Secretary of State Rex Tillerson’s viewpoint that American values need to take a back seat to national security interests that are often directly contrary to them.

This should not be a surprise for the US has been turning its back on democracy for some time now……we have backed some of the most blood thirsty dictators all in the name of a free market and profit……we have been just pretending for decades.

So now we can come out of the shadows as the real nation we have become.

The Huntsman And The Cossack

A great title for a spy movie…..and believe it or not that is what we have going on between the US and Russia….a bad spy movie.

But this is about something that Trump has done that I see as something positive….at least for now…..

He has nominated Jon Huntsman as ambassador to Russia…….Huntsman, a former Utah governor, was U.S. ambassador to China from 2009 to 2011. He has served in the administrations of five U.S. presidents and was a candidate for the 2012 Republican presidential nomination.

U.S. President Donald Trump will nominate Jon Huntsman, an envoy to China under former Democratic President Barack Obama, as U.S. ambassador to Russia, the White House said on Tuesday.

The job, all the more high-profile because of allegations that Russia meddled in the 2016 U.S. presidential election, requires confirmation by the U.S. Senate.

If confirmed, Huntsman, who has long been expected to be Trump’s pick for the job, will head to Moscow as the U.S. Congress and a special counsel investigate Russia’s role in the 2016 presidential election and allegations that Trump’s campaign had ties to Moscow.

Huntsman has lots of experience as a diplomat…..but my question is can Trump and Huntsman work for the common good….or will it be contentious from the start?

I do not look for Huntsman to be in place for long……especially as this investigation progresses…..

For now I give Trump 2 thumbs up for his choice as Ambassador to Russia….but will my confidence last?

Our Foreign Policy Sucks!

My regulars know that I am a bit of a foreign policy wonk and that I do some consulting on the side just to keep my mind sharp.

In all my time of working in foreign policy and conflict management and resolution I have NEVER seen a worse time for the US internationally.

The Trump administration’s lack of structure or experience is hobbling its ability to conduct an effective foreign policy, argues Richard Haass, president of the Council of Foreign Relations. “I think it is a recipe for disaster to have multiple centers of authority, to have informal lines of authority,” he said. “I think this administration is doing itself a disservice.

“It’s a decentralized, improvisational administration,” Haass said; he dubbed it an “adhocracy.”

Haass, who served as a high-ranking State Department official in the administration of President George W. Bush, was sharply critical of the results of that organizational incoherence. “It’s very hard for the administration to have a single doctrine or policy,” he said, citing rival factions within the administration and widespread vacancies in its senior ranks.

Originally I was not too receptive to Tillerson as SecfState because he had no diplomatic chops he ran Exxon…..but since his nomination the Trump admin has been hostile to him and his duties….even going so far as letting son-in-law handle delicate negotiations…..not cool.

Tillerson recently showed some cajones by going off on a Trump-ite in the WH…..

Secretary of State Rex Tillerson reportedly took out his frustrations on a White House official Friday after facing negative news reports and delays in getting appointments approved.

Tillerson went after the head of presidential personnel office, Johnny DeStefano, for dismissing his appointments to senior State Department positions and questioning his judgment, Politico reported Wednesday.

Tillerson complained that President Trump promised him room to make the decisions and hires that he deems best, a senior White House aide familiar with the conversation told Politico.

He, however, has faced delays and blocks to his proposed hires, saying that DeStefano’s office should not “have any role in staffing,” a person familiar with the meeting said.

The secretary also expressed frustration that people within the Trump administration are leaking negative reports about him to the press, the source said.

His, Trump’s, policies, whatever they are, have done nothing to solve any of the problems facing the US….if anything his attitude is making things worse….

It’s a time of trial and tribulation for America’s allies and adversaries alike. Just what is U.S. policy these days? More fundamentally, who is deciding U.S. policy?

A presidential transition always creates uncertainty. Even when the Oval Office is passed between members of the same party, approaches and emphases differ. Personal connections vary. But today the differences are within a single administration.

Indeed, in virtually no area is policy settled.

President Donald Trump came into office committed to rapprochement with Russia. Yet even before taking office his defense secretary, Jim Mattis, sounded like bombastic Sen. John McCain in calling Moscow the greatest threat facing America. Later, Secretary of State Rex Tillerson demanded Russia’s withdrawal from Crimea—a political impossibility—before bilateral relations could improve. Now the U.S. military has shot down a Syrian plane, fielded by the Assad government, a Moscow ally, triggering Russian threats against U.S. aircraft.

Donald Trump is unique among US presidents not for his rough treatment of America’s enemies but of its allies. His Vice-President, Mike Pence, must be aware of the problem. He offered Julie Bishop a way around it: “If you ever have any issues with the boss”, he told Australia’s Minister for Foreign Affairs, “give me a call”. It’s the diplomatic equivalent of a detour around a crash scene, a scene that Malcolm Turnbull had to fight his way through in his notorious first phone call with Trump.

The world is losing all respect for the US under the boot of Trump…..his decisions are not made with the eye on the US but rather an eye on Trump Industries….

Five months into the era of President Trump, the world’s perception of the US and its leader has sunk to the level it was at late in George W. Bush’s presidency, according to a new Pew Research Center poll of people in 37 countries. The poll was conducted among more than 40,000 people between February and May. Among the findings:

  • There has been a massive decline in confidence in the US in its nearest neighbors, Pew says. The proportion of people saying they have at least some confidence in the American president has dived from 83% to 22% in Canada, and from 49% to just 5% in Mexico.
  • Some 55% rated Trump as a strong leader, though 75% said he was arrogant, 65% intolerant, and 62% dangerous. Only 23% said he cared about ordinary people.
  • Overall, just 22% of people polled worldwide had confidence in the US president to do the right thing—and only 49% had a favorable view of the US, down from 64% two years ago.
  • The Guardian notes that this is the first time in Pew polling history that a majority of Canadians have not seen the US as a force for good in the world.
  • Chinese President Xi Jinping and Russian President Vladimir Putin also had low marks worldwide, though not as low as Trump.
  • The decline was especially steep in western Europe and Latin America, but the fall in confidence was widespread, reports Reuters. “The share of the public with a positive view of the US has plummeted in a diverse set of countries from Latin America, North America, Europe, Asia, and Africa,” Pew says.
  • Poll respondents disapproved of all five Trump policies they were asked about, including the US-Mexico border wall and withdrawal from trade agreements.
  • There are two bright spots for Trump: Russia and Israel. Confidence in the US president is up in both countries and favorable views of the US are up to 41% in Russia from 15% two years ago.
  • Former diplomat Frank Wisner links the fall in confidence in the US to Trump’s lack of commitment to principles including free markets and the rule of law. “America’s image has taken hits in recent years, from the decision to invade Iraq to the events of 2007 and 2008, when the American financial model took a huge hit,” he tells the Washington Post. “But the most consequential is the ascent of Mr. Trump to the Oval Office.”

I am hoping that Trump will eventually see the light…after all he has been Prez for only 6 months and has a long way to go……our reputation is dying and as I look at the line-up I do not see it getting much better in the foreseeable future.

If nothing changes are we, the US, lose our standing as the beacon of leadership in the world….then who will step up and try to replace us?

It is increasingly clear that US President Donald Trump represents a departure when it comes to America’s global outlook and behavior. As a result, the United States will no longer play the leading international role that has defined its foreign policy for three quarters of a century, under Democratic and Republican presidents alike.

We have already seen many examples of this change. The traditional US commitment to global organizations has been superseded by the idea of “America first.” Alliances and security guarantees once regarded as a given are increasingly conditioned on how much allies spend on defense and whether they are seen to derive unfair advantage from trade with the US.

My advice is to keep an eye on China and its moves internationally.

Unless the Trump posse gets their crap together the US will lose all standing in the world….and that will not be a good thing for the people of the nation.

There is a foreign policy debate the we as a nation need to have……but will we?

Donald Trump’s presidency is having multiple pernicious consequences for American power and policy in the global arena. Yet one of the most harmful — if least noticed — of these is that America is missing the opportunity to have the searching debates has been missing out on since the Cold War’s end. The international environment has changed dramatically in recent years, in ways that are upending longstanding patterns of American policy. But the prospects for constructive debate on these issues are being swallowed up by the chaos and unforced errors that have so far characterized Trump’s presidency.

In some ways, Donald Trump should be ideally suited to lead such a debate, simply because no recent US president has been less attached to America’s self-evident truths. During the campaign and the early months of his administration, Trump challenged conventional wisdom on issues from trade to counter-terrorism to relations with Russia. To be clear, many of the changes that Trump has proposed making to US policy are of debatable merit at best. But there is no denying that fresh thinking is needed, if only as a spur to greater creativity in a more difficult world.

Something needs to change in our approach to foreign policy……but will it?

Those Deep Cuts

There is no bones about it….I do not like or agree with the decisions our president is making concerning foreign policy……I do not think that Tillerson is the right person to lead the State Department and I definitely do not agree with the purposed cuts in foreign aid that is in the new budget.

In the past the US has spent about $40 billion in foreign aid….now compare that to the approximately $660 billion for the defense budget…..foreign aid is a small amount of money spent for the good it can do.

The deep cuts proposed by Trump could do more damage than he thinks…..yes we will save a bit of cash but the loss of American aid could open up Central and South Asia to more  and more Chinese influence…..

It looks like U.S. President Donald J. Trump’s plan to reduce the foreign aid budget will come at a cost to his administration’s other aims in South and Central Asia.

Some of the cuts come as no surprise as they target programs, like climate change, that the president came into office determined to roll back. But others will undermine stated administration priorities, such as regional counterterrorism and cooperation with India.

The proposed budget will end funding completely for four strategically located countries in this region, and shrink health funding by half region-wide. The proposed budget will also eliminate two categories of aid, one known as Development Assistance and one called Assistance for Europe, Eurasia, and Central Asia (AEECA), instead using the Economic Support Fund (ESF) category as a preferred vehicle for the countries in which U.S. aid will continue.
