it curtails fraud because the majority of fraud is committed through absentee voting. People send in absentee votes then vote at the polls too. They’ll also vote early then show up on election day too. The recent news that 36,000 voters in North Carolina in 2012 also voted in other states as well.
It does serve a purpose.
