Women For Stability In Afghanistan

The US is working on removing itself from Afghanistan…well that was Trump’s grand plan…..but will Biden continue the push to end America’s longest ever war?

Most of us that follow international affairs know just how horribly women are treated in Afghanistan….they are little more than chattel…….

But there is a proposal for the rehabilitation of Afghanistan by making women the cornerstone of the reforms for the country.

Afghan women are closely watching as peace talks continue between their government and the Taliban. Women hope the talks will end decades of unabated violence, and not return them to a social, political, and economic prison from which there is no escape.

Afghanistan has made significant yet fragile gains over the past two decades. The country’s Constitution and political system ensure equality and human rights for all. Its economy has been working toward self-sustainability, and Afghan society has restored its rich tapestry of art, music, and culture — a legacy that the Taliban had erased.

But for Afghanistan to maintain its hard-won gains for women and girls and in human rights and democracy, the United States still must play a role in preventing the rise of extremism. It won’t be forever – the Afghan people should and will control their future. But at this pivotal juncture, continued support from the Biden Administration and the U.S. Congress are needed both for Afghanistan and for the security of the United States.

This means investing in programs dedicated to the education, economic empowerment, and leadership development of women and girls, including initiatives that address the specific effects of COVID-19. But the needs are broader than that, as national and economic stability also impact the lives of women and girls.

https://www.realclearworld.com/articles/2021/01/26/for_stability_in_afghanistan_investing_in_women_must_be_cornerstone_of_us_policy_657987.html

Seriously?

Once we leave the Taleban will fight on until they control the country and then women will be persecuted even more.

It is his concern.

In the 1990s the US turned its back on Afghanistan and all serious programs were underfunded and women took a backseat.

While I agree that women should be the cornerstone I would be remiss if I did not point out the reality on the ground.

The ultra-conservs will NOT allow women to progress.

The US and the think tanks cannot dictate to the Taleban…..that would be like a fart in a hurricane….

Sorry to be a downer on this….but these proposals need to be based in reality not some fanciful hope.

A Summit For Democracy

President Biden has said that there is a need for a “Summit for Democracy”…….this is confusing to me because there are so many definitions for the term ‘democracy” that it would be interesting to see just who is invited or who attends…..

This would be a waste of time and energy IMO and the American Conservative agrees….

Joe Biden’s proposal to host a “summit for democracy” in his first year in office reflects some of the important flaws in the former vice president’s foreign policy worldview. This proposal takes for granted that the U.S. and other democracies are in some sense all on the same side in opposition to a vaguely-defined authoritarianism. It presupposes that the U.S. is the undisputed leader of the democratic side. It assumes that other nations of the world are craving the American “leadership” that has been lacking for the last four years. It substitutes a focus on regime type for a serious reappraisal of U.S. interests in the world. Finally, it focuses on authoritarian bogeymen in other states when we can see that the greatest threats to a healthy democracy are to be found at home.

Earlier this year, Biden described the summit as an effort “to renew the spirit and shared purpose of the nations of the free world.” This might not have seemed out of place 25 years ago when the U.S. was still held in high regard and talk of the “free world” didn’t sound like an outdated propaganda slogan. That’s no longer the case today. This is one area where Biden’s preference for throwback foreign policy ideas is particularly ill-suited to the world we live in.

The U.S. Shouldn’t Bother with a ‘Summit for Democracy’

Democracy is under attack from so many directions and all seem to use democracy as an excuse for the attacks…..

I say this because of the Trump years….and now that he is not the president the fight will get nastier…..and social media will lead the way for the attacks to continue…..

Most legacy media outlets sought to persuade voters to choose Joe Biden for president because “democracy is on the ballot” and once Trump was out of office, things would return to normal, we could all go back to “brunch.” However, this analysis overlooks the crucial realities of how we got here and, as Lau Tzu might suggest, where we have been and are heading. The “return to normal” rhetoric distracts from the reality of American democracy: it is in such an emaciated state that a more adept and sophisticated version of Trump could easily come to power. It was our infatuation with what passes for “normal” that brought about this historical moment. The Democracy Index rates the U.S. as a “flawed democracy,” which means that the elections are free and fair, basic civil liberties are respected, but there are underlying issues (e.g. the erosion of the free press and suppression of opposition political parties and viewpoints). Prior to Trump, scholars noted that the U.S. was an oligarchy, not a democratic republic. However, rudimentary corporate news media narratives concerning the so-called “coup” at the U.S. Capital January 6th leave out crucial realities that can easily lead audiences to glean that Donald Trump and his followers single handedly undermined the American democratic experiment. To be clear, Trump as a person and as a symbol has been responsible for the proliferation of dangerous and disgusting attitudes and behaviors in the U.S. However, we have been heading here for decades. To alter where we are heading, we need to confront certain realities that media narratives distract attention from on a ritual basis.

Biden And North Korea

It is not secret that I do not see much change in the US foreign policy under Biden……it will still be interventionist administration.

International Challenges For Biden

Since North Kora has unveiled a new missile we can start there….

North Korea displayed new submarine-launched ballistic missiles under development and other military hardware in a parade that underlined leader Kim Jong Un’s defiant calls to expand the country’s nuclear weapons program. State media said Kim took center stage in Thursday night’s parade celebrating a major ruling party meeting in which he vowed maximum efforts to bolster the nuclear and missile program that threatens Asian rivals and the American homeland to counter what he described as US hostility, the AP reports. During an eight-day Worker’s Party congress that ended Tuesday, Kim also revealed plans to salvage the nation’s economy, hit by US-led sanctions over his nuclear ambitions, pandemic-related border closures, and natural disasters that wiped out crops.

Kim, wearing a black fur hat and leather trench coat, waved and smiled widely as his troops chanted “Let’s defend Kim Jong Un with our lives!” Flag-waving spectators, unmasked despite a fervent domestic campaign to fend off the coronavirus, cheered as troops rolled out some of the country’s most advanced weapons, including submarine-launched ballistic missiles described by the official Korean Central News Agency as the “world’s most powerful weapon.” The new type of submarine-launched missiles is larger than the ones North Korea has previously tested. The North also displayed a variety of solid-fuel weapons designed to be fired from mobile land launchers, which potentially expand its capability to strike targets in South Korea and Japan, including US military bases there.

How will Biden handle North Korea?

Joe Biden promises to return U.S. foreign policy to its pre-Trump status quo, with a few tweaks. The Biden approach will restore relations with allies, champion multilateral approaches to global problems, reemphasize human rights and democratic norms, and promote selective engagement with major adversaries like China and Russia.

Although this return to the status quo ante is deeply reassuring to the Washington policy elite as well as key U.S. allies, the leadership in Pyongyang will not be so enthusiastic. North Korea has generally preferred bilateral negotiations with the United States, not multilateral talks. It has perceived closer U.S. relations with its allies (like South Korea and Japan) as an intensified encirclement. And it will view a restored emphasis on human rights and democracy as a challenge to its own sovereign right to control what goes on within its own borders.

Biden’s Approach to North Korea and the NPT Option

Then there is the leftovers from Trump….not to worry NK will always remain that other country that the US needs to deal with as soon as possible.

But will we?

Navy To The Black Sea

The US seems to be trying to provoke…..we have sent a carrier group to the East China Sea and now we have sent the US Navy into the Black Sea….

For what purpose?

The US Navy has three warships operating in the Black Sea, a region where NATO is looking to increase its naval presence.

The USS Porter, a guided-missile destroyer, entered the waters on Thursday, joining two US ships that were already there. The USS Donald Cook, another guided-missile destroyer, and the oiler USNS Laramie transited into the Black Sea on Sunday.

Russia noticed the US warships operating near its coast and deployed a mobile coastal defense anti-ship system in Crimea. The Russian military said it tracked the USS Donald Cook as it entered the Black Sea.

Russia hawks and NATO are hoping the US keeps up the military activity in the Black Sea this year.

While the US and Russia reached an agreement on extending New START, the vital nuclear treaty, the Biden administration is maintaining a hostile stance towards Moscow, and more US-NATO military cooperation is expected.

Again why is the US presence necessary?

Are we there to protect or provoke?

A situation that I shall watch with interest.

Who Do These Dicks Think They Are?

A new president and a new chance to find a way to keep Iran from achieving nuke weapons.

Trump decided to bow out of the nuke deal that the Obama admin had reached with the government of Iran….and the whole region got just a little more dangerous.

Of course after 30 years of lying and threatening Israel has made it even more dangerous since Trump left power.

As the US prepares for a meeting with Israeli officials news has come out that demands will be made…..

Cohen will present the Biden administration with a list of components that Israel believes must be included in any renegotiated deal.

Those would include: Iran halting the enrichment of uranium and production of advanced centrifuges; an end to its support of armed groups, especially Lebanon’s Hezbollah; an end to its military interventions in around the region; and an end to its targeting of Israelis overseas.

https://www.middleeasteye.net/news/israel-mossad-biden-us-iran-nuclear-deal

Demands?

Since when does the nation of Israel dictate our foreign policy?

If they do not get their demands and the US returns to a deal with Iran then Israel is willing to expand the conflict and the do something stupid.

Israeli officials have made their opposition to the Biden administration returning to the Iran nuclear deal known. Some have even threatened a military strike on Iran if President Biden revives the deal, known as the JCPOA.

An Israeli source affirmed this to Breaking Defense in an article published on Monday. “Israel needs to know — and fast — whether Washington plans to stop Iran’s race to the bomb or take some action to do this,” the source said, speaking on the condition of anonymity.

The source said that Israeli intelligence is monitoring Iran’s nuclear facilities closely. Israeli airstrikes on Syria were also mentioned, which have ramped up in recent months. “This pressure will continue and grow, as a preparation for a direct attack on targets in Iran,” the source said of airstrikes in Syria.

Tzachi Hanegbi, an Israeli minister from the Likud party, made the most direct public threat against Iran. Hanegbi said that if the US returns to the JCPOA that “Israel will again be alone against Iran” and will attack Iran’s nuclear program.

Breaking Defense, its source, and Haneegbi all push the narrative that Iran is racing towards a bomb when that is not the case. One example they use is the fact that Iran recently increased uranium enrichment to 20 percent, which is still vastly lower than the 90 percent needed for weapons-grade uranium.

Despite the hype, the 20 percent enrichment has a civilian purpose. It allows Iran to make fuel rods for its Tehran Research Reactor, a facility that was built by the US in the 1960s that can produce medical isotopes.

Another crucial piece of context left out of the Breaking Defense article is the reason why Iran started enriching uranium at 20 percent. Iran’s parliament passed a bill to increase enrichment after the November assassination of Mohsen Fakhrizadeh, the prominent Iranian scientist who was killed in an apparent Israeli plot. So it was Israeli aggression that led to the increased enrichment.

Iran has maintained that it is willing to return to compliance with the JCPOA if the Biden administration lifts sanctions. Any more attacks from Israel could prevent Iran from decreasing enrichment levels.

Seriously?

These asswads would start a war because they did not get their way?

At what point does the US say “F you”?

When did Israel become our State Department?

I believe that it is beyond time for the US to cease its protection of an apartheid state let them come up from behind the skirt of the US.

Sadly I think that the Biden admin will bow to the Israeli lobby money and not do anything to anger Israel.

Why do I say that?

Look at what Biden’s SecState had to say (even praised Trump)…..

A new administration has taken over Washington with talk of justice, respect and diversity. However, when it comes to Israel-Palestine the news isn’t so encouraging.

Joe Biden’s foreign policy team says it wants to return to the Iran deal, but reassures the Israel lobby that that won’t happen any time soon, and when it comes to actual Palestinian rights or freedom (the “peace process”), it clearly wants as little friction with the Israeli government and Israel’s friends in Washington as possible.

Blinken repeatedly praised Trump policy on normalizing relations between Israel and the UAE, Bahrain, Morocco and the Sudan as opening a pathway to Palestinian peace.

Biden’s secretary of state praises Trump’s achievements on Israel

What part of those deals would lead to peace?

The land grab, the destruction of crops and theft of water rights say that Israel has NO intention of treating the Palestinians with respect and peace.

I will be watching to see how much Israeli money will influence and control our foreign policy.

South China Sea Gets Hotter

We have a new president and it is time for me to return to my main focus of this blog….international situations and conflict.

For years now the South China Sea has been a region of contention……China claims islands….other countries as well think a bunch of island belong to them…..the US has responded to this possible threat by sending a naval group to patrol the region.

A U.S. aircraft carrier group led by the USS Theodore Roosevelt has entered the South China Sea to promote “freedom of the seas”, the U.S. military said on Sunday, at a time when tensions between China and Taiwan have raised concern in Washington.

U.S. Indo-Pacific Command said in a statement the strike group entered the South China Sea on Saturday, the same day Taiwan reported a large incursion of Chinese bombers and fighter jets into its air defence identification zone in the vicinity of the Pratas Islands.

The U.S. military said the carrier strike group was in the South China Sea, a large part of which is claimed by China, to conduct routine operations “to ensure freedom of the seas, build partnerships that foster maritime security”.

https://www.reuters.com/article/us-southchinasea-usa-idUSKBN29T05J

China has now made the region a bit more dangerous.

China’s legislature passed a law on Friday that gives its coast guard more freedom to fire on foreign vessels. According to the text of the law released by China’s Xinhua, it aims to safeguard “national sovereignty, security and maritime rights.”

The law allows China’s Coast Guard to take “all necessary means”, including the use of weapons, to stop or prevent threats from foreign vessels. The law will allow the coast guard to stop and board vessels in China’s “jurisdictional waters.”

China’s Coast Guard is relatively young, having formed in 2013 after previously being part of Beijing’s People’s Armed Police. The new law gives China’s Coast Guard an authority most country’s coast guards have. Still, the law is significant because of China’s maritime disputes in the South and East China Seas, disputes that the US has involved itself in.

In the South China Sea, Beijing and several Southeast Asian countries have overlapping claims. Since 2015, the US began sailing warships near Chinese-claimed waters in the region, maneuvers that were stepped up during the Trump administration and will likely continue under President Biden.

In the East China Sea, China and Japan both claim the Senkaku Islands, known as the Diaoyus in China. Japan currently administers the uninhabited islands. Chinese coast guard vessels were recently spotted in waters near the Senkakus, which drew condemnation from Tokyo.

After winning the November presidential election, Joe Biden assured Japanese Prime Minister Yoshihide that the Senkakus are covered under the US-Japan mutual defense treaty.

Back in October, then-National Security Advisor Robert O’Brien announced that the US Coast Guard was deploying ships to the Western Pacific. It’s not clear how far west the cutters have sailed, but O’Brien cited Beijing as the reason for the deployment, so there’s a chance the US Coast Guard can cross paths with China’s coast guard.

Could Russia Finally Dominate The World?

The USSR tried unsuccessfully to dominate the world in its day and failed……climate change is real and could it be just the thing Russia needs to finally dominate?

Around the world, climate change is becoming an epochal crisis, a nightmare of drought, desertification, flooding and unbearable heat, threatening to make vast regions less habitable and drive the greatest migration of refugees in history. But for a few nations, climate change will present an unparalleled opportunity, as the planet’s coldest regions become more temperate. There is plenty of reason to think that those places will also receive an extraordinary influx of people displaced from the hottest parts of the world as the climate warms. Human migration, historically, has been driven by the pursuit of prosperity even more so than it has by environmental strife. With climate change, prosperity and habitability — haven and economic opportunity — will soon become one and the same.

And no country may be better positioned to capitalize on climate change than Russia. Russia has the largest land mass by far of any northern nation. It is positioned farther north than all of its South Asian neighbors, which collectively are home to the largest global population fending off displacement from rising seas, drought and an overheating climate. Like Canada, Russia is rich in resources and land, with room to grow. Its crop production is expected to be boosted by warming temperatures over the coming decades even as farm yields in the United States, Europe and India are all forecast to decrease. And whether by accident or cunning strategy or, most likely, some combination of the two, the steps its leaders have steadily taken — planting flags in the Arctic and propping up domestic grain production among them — have increasingly positioned Russia to regain its superpower mantle in a warmer world.

https://www.propublica.org/article/the-big-thaw-how-russia-could-dominate-a-warming-world

While we ignore the consequences of climate change the Russians are preparing for their day of ascension…

Will we wake up in time?  Or will we try to snooze our way through the coming crisis?

Do As Say Not As We Do

The US is always accusing others of the very things they do….and looks like space will be NO different.

I have written about the plans the US has for space…..https://lobotero.com/2020/12/06/mission-space/

A general within the Space Force has stated that we need to be ready for China and Russia are weaponizing space….

Gen. John Raymond, the chief of space operations for the US Space Force, accused Russia and China of weaponizing space during a virtual event on Thursday.

The general insisted that the US has no desire to weaponize space but said “unfortunately” China and Russia plan to, so the US must create a military deterrence. “Our goals are to deter conflict from beginning or extending into space,” Raymond said.

Raymond also stressed the importance of working with allies in space. “I’m going to really work hard on cultivating partnerships,” he said, citing cooperation with Canada, Australia, Japan, the UK, France, New Zealand, and Germany.

“We’re really turning these partnerships into partnerships where we operate together; we train together; we exercise together; we war-game together; we develop capabilities together, and it’s proven to pay significant advantages and there’s future growth opportunities ahead,” he said.

Now that the US has a military branch dedicated to space, the US needs to hype the threat of adversary activity in space, something Raymond has been busy doing. In November, the general said the US is facing growing threats in space, again citing China and Russia.

“I think there’s a realization amongst nations that access to space is no longer a given. We’ve got to make sure that we stay ahead of this growing threat,” he said.

(antiwar.com)

Wait we are accusing China and Russia of doing the same things we are doing….I cannot wait for the propaganda to start in earnest…..

Not to worry….the cash will be well spent (that is total sarcasm in your missed it)

President Donald Trump made the Space Force a reality when he signed the fiscal 2020 National Defense Authorization Act on Dec. 20, 2019. It temporarily reassigned 16,000 airmen and civilians to the new branch and dissolved the Air Force’s leading major command overseeing space, Air Force Space Command.

Leaders say the January missile warning and other high-profile operations are milestones to be proud of as the service marks its first birthday.

But with adversaries testing satellite-busting technology and other space weapons that could wreak havoc on rank-and-file troops’ operations, the Space Force says it is focused on the mission.

The Space Force concept has been criticized and even mocked, and some continue to hold that space operations should fall under the Air Force.

But Pentagon officials have warned that space threats have been increasing over the last decade. Both Russia and China have been focused on technological advancements, and U.S. intelligence agencies have observed Russia testing non-kinetic, anti-satellite weapons. Earlier this year, two Russian satellites, Cosmos 2542 and 2543, tailed an American satellite, known as USA 245 or KH-11. Time Magazine reported the Russian satellites loitered within 100 miles of KH-11, activity that Raymond called “unusual and disturbing.”

Just another venue for the profit taking of the M-IC…..and another venue for Americans to involve itself in more endless ‘wars’….

To change the pace of the news for today…..

Poverty has always been around but eh onset of the Covid-19 was accelerated the growth of worldwide poverty and yet the richest people gained massive amounts of cash during the pandemic.

Bloomberg‘s year-end report on the wealth of the world’s billionaires shows that the richest 500 people on the planet added $1.8 trillion to their combined wealth in 2020, accumulating a total net worth of $7.6 trillion.

The Bloomberg Billionaires Index recorded its largest annual gain in the list’s history last year, with a 31% increase in the wealth of the richest people.

The historic hoarding of wealth came as the world confronted the coronavirus pandemic and its corresponding economic crisis, which the United Nations last month warned is a “tipping point” set to send more than 207 million additional people into extreme poverty in the next decade—bringing the number of people living in extreme poverty to one billion by 2030.

Even in the richest country in the world, the United States, the rapidly widening gap between the richest and poorest people grew especially stark in 2020.

As Dan Price, an entrepreneur and advocate for fair wages, tweeted, the 500 richest people in the world amassed as much wealth in 2020 as “the poorest 165 million Americans have earned in their entire lives.”

https://www.commondreams.org/news/2021/01/02/amid-warnings-surging-worldwide-poverty-planets-500-richest-people-added-18-trillion

This is an obscene stat to me…..and yet the masses of people still support the system that allows them to be little more than wage slaves…..

That is so pathetic….this country and the world deserve better….or do we?

Closing Thought–05Jan21

Trump’s Director of National Intelligence, Radcliffe, has made an extraordinary claim and it concerns China……
Has China discovered a super-soldier formula through the capabilities of genetic engineering? A U.S. government official claims this is exactly what is happening. Director of National Intelligence John Ratcliffe penned an op-ed in The Wall Street Journal that claims the Chinese government is attempting to enhance the capabilities of soldiers through genetic engineering. It’s not the first time such a claim has been made. Ratcliffe’s article, cited in an NBC report, outlined his belief that China is the greatest threat to the United States in terms of military and economic power. Ratcliffe’s concerns build on theories raised in 2019 about China’s capabilities with CRISPR, particularly after Chinese researcher He Jiankui used CRISPR-Cas9 gene editing to alter the DNA of embryos for seven couples in 2018. Although international outrage resulted in Jiankui’s incarceration in China, Ratcliffe suggested the Chinese government would attempt to capitalize on these capabilities with gene editing and continue to experiment on adults to create biometrically advanced super soldiers the likes we have seen only in movies.
https://www.biospace.com/article/is-china-using-crispr-to-create-super-soldiers-/ Is this true? Or is it just more chest thumping against China by the Trump admin? I do not doubt that China would try such a thing….but accusation is not proof….I will wait for the proof. And yet the US is mobilizing for a large scale war….China is the first suspect…,but there are others….
The US military is investing heavily in preparing for large-scale combat operations. These operations, pitting the US armed forces against peer or near-peer adversaries, would require large numbers of troops, would almost certainly be expensive, and would risk high numbers of casualties. In other words, major war. But even if the US military is prepared, the American people aren’t. This is a problem. A major war, fueled by rising competition between great powers, is certainly not guaranteed. Any geopolitical gains made would likely be offset by high casualties and the risk of a nuclear exchange. However, miscalculation and misperception could inadvertently lead to a dangerously escalatory armed clash. Military establishments the world over, and especially in the United States, are assiduously preparing for the possibility.
https://mwi.usma.edu/making-the-case-for-war/ And a now familiar tactic by the DoD….China is offering bounties for American troops…..
Months after an unsubstantiated claim about Russia paying bounties to the Taliban to kill US troops spread like wildfire, a similar claim about China is being reported by Axios. The Axios report published on Wednesday cites two unnamed Trump administration officials. According to the officials, the Trump administration is declassifying “uncorroborated intelligence” that “indicates China offered to pay non-state actors in Afghanistan to attack American soldiers.” The report says President Trump was verbally briefed on the uncorroborated intelligence by National Security Robert O’Brien, and officials across all agencies are working to “corroborate” the intelligence. There are few details in the report of what the uncorroborated intelligence actually says. Axios was unable to see any of the intelligence reports and received the information from sources in a phone call. One source said: “The US has evidence that the PRC [People’s Republic of China] attempted to finance attacks on American servicemen by Afghan non-state actors by offering financial incentives or ‘bounties.’” The sources did not say if the “non-state” actors included the Taliban or not. The only info Axios could get was that the alleged bounty scheme happened sometime after the US-Taliban peace deal was signed in February. Since the deal was signed on February 29th, no US troops have been killed in combat-related incidents in Afghanistan. (antiwar.com)
Deja vu all over again. But not to worry…..we have a new president waiting in the wings to change the trajectory of our foreign policy…..Joe Biden will be better….. Well that statement is pure manure……Joe Biden will change little….
Joe Biden stressed the need for “modernizing” US defense capabilities in the face of threats from China and Russia. Biden also addressed the recently discovered hack of the software company SolarWinds that affected several government agencies. Biden said he spoke with a member of his transition team about the “different strategic challenges we’re gonna face from both Russia and China and the reforms we must make to put ourselves in the strongest possible position to meet those challenges.” He said those reforms include “modernizing our defense priorities to better deter aggression in the future.” “We have to be able to innovate, to reimagine our defenses against growing threats in new realms like cyberspace,” Biden said. “We’re still learning about the extent of the SolarWinds hack and the vulnerabilities that have been exposed. As I said last week, this attack constitutes a grave risk to our national security.” In comments last week, Biden slammed President Trump for not prioritizing cybersecurity and, like many have, blamed Russia for the SolarWinds hack, despite a lack of evidence that Moscow was involved. The former vice president has also vowed retaliation for the SolarWinds hack, and Biden’s chief of staff said the incoming administration’s response would be more than “just sanctions.” (antiwar.com)
You see if you were hoping for sanity in our defense posturing then you will be sadly disappointed. There is another situation that could lead to problems shortly…..
The Chinese Communist Party (CCP) has re-awoken to a profound truth: Rich, secure capitalists are the natural enemies of authoritarian regimes. In a hybrid autocratic-capitalist model, capitalism is the means to generate wealth, but power is the end goal. Successful capitalists naturally begin to demand that their personal and property rights be protected from authoritarian fiat. Capital in the hands of entrepreneurs is a political resource; it poses a threat to the implementation of centralized plans. Realizing this, the CCP has begun to assert control over the private sector by “installing . . . Party officials inside private firms” and having state-backed firms invest in private enterprises. In the absence of civil rights or an independent judiciary, “private” companies have no real independence from the government in China. Dissent and demands for civil rights are a threat to the regime and will be crushed. China’s shift from encouraging external investment and internal market competition toward treating capitalism as a threat has an obvious historical precedent. From 1921–1928, the Soviet Union instituted a policy of economic liberalization, which allowed for the privatization of agriculture, retail trade, and light industry. This partial and temporary return to a controlled and limited capitalism, known as the New Economic Policy (NEP), saved the Soviet economy from collapse and enabled Russia to modernize. But, in 1928, Stalin suddenly reversed course: He collectivized agriculture and liquidated the most prosperous farmers, thereby necessitating the frequent resort to grain imports, notably from the United States.
